In any war, even one of liberation, there always those that suffer. The oft-called insignificant civilian population, especially the labouring class, most of all. 

Those who work at government-run installations that the rebels attack do so because they have a family that needs to eat. Those who live in contested areas do so because they have nowhere else to go. They get caught in the crossfire and few if any of those fighting on either side even notice. 

They join the army of the oppressor, even if just to maintain their machines, because it means a job with decent pay, a nicer house and better food. Then they die in combat and their family has nothing. 

Such people hate both sides in the conflict with equal passion and trust none of them very much.
