Not all of those that harbour ill-feeling towards The Union, the current state of affairs, or the conflict as a whole have any form of military training or feel loyalty or disloyalty towards either side. Some of them are ordinary people forced into extraordinary action by unexpected circumstances. 

Some of them want to be rebels like the Pans but lack the essential skills. Others have always been outsiders and have seen their situation worsen under the harsh religious doctrines of The Union, being labelled sinners simply for being who they are.
